Hrayr Tovmasyan Appointed President of RA Constitutional Court

On March 21, the RA National Assembly continued the work of the regular sittings.

The parliament in the second reading debated the draft law on Making Amendments and Addenda to the RA Law on Provision of Sanitary-Epidemiological Security of the RA Population with the enclosed package which presented the RA Deputy Minister of Health Care Sergey Khachatryan.

The MP Hakob Hakobyan presented the endorsement of the RA NA Standing Committee on Health Care and Social Affairs.

The Deputy Chairman of Investigative Committee Artur Ghambaryan in the second reading presented for debate the draft law on Making Amendments and Addenda to the RA Law on the RA Criminal Procedure Code.

The MP Rustam Makhmudyan presented the endorsement of the RA NA Standing Committee on State and legal Affairs and Protection of Human Rights.

Afterwards teh parliament by voting passed all the bills, except the NA Draft Statement authored by the RA NA Yelq/Way Out Faction on 1-2 March 2008 Events.

As it was designed the secret ballot of appointing the President of the RA Constitutional Court was held.

The Chair of the RA NA Ad Hoc Accounting Committee Gagik Melikyan informed that for being elected in the CC President’s post Hrayr Tovmasyan’s candidacy was proposed. Opening the ballot box, the Committee Chair clarified that 94 deputies out of 105 took part in the voting. 93 ballot papers were in the ballot box, and 2 were recognized invalid. 64 deputies voted for Hrayr Tovmasyan’s candidacy, and 27 deputies voted against him.

Thus, Hrayr Tovamsyan was appointed President of the RA Constitutional Court.

The newly appointed CC President thanked the parliament for the nomination and trust.

The parliament also considered the item on Debating the Answer of the Way Out Faction Interpellation.

During the exchange of opinions the Minister of Energy Sub-Structures and Natural Resources Ashot Manukyan, the Head of the Way Out Faction Nikol Pashinyan, the deputies Gevorg Gorgisyan, Mihran Hakobyan, Mane Tandilyan, Edmon Marukyan, Aghvan Vardanyan and Vahe Enfiajyan expressed their viewpoints.

In their final speeches the speakers gave clarifications to their colleagues’ raised questions and answered their voiced questions.

Covering the agenda, the National Assembly ended the work of the regular sittings.

At the last sitting, according to the law NA Rules of Procedure, the members of the RA Government answered the deputies’ questions.
